In the fall of 2017, the City of Eugene, Oregon successfully transitioned to PeopleSoft Financials 9.2, after a decade frozen on 8.4, and to Planning & Budgeting Cloud Services, after two decades on ancient budget software.
The team took seriously the change management messages we all hear at HEUG conferences. They invested in a multi-disciplinary, multi-department, multi-generational governance that placed decision making authority with small project teams organized around business process bundles. Canโt afford to invest in multiple teams? You can’t afford NOT to.
The City of Eugene got results. Policymakers stuck to policy, while design decisions stayed with subject matter experts AND (hereโs the key) their stakeholders. They decommissioned several homegrown systems, avoided costly customizations, built a broad shared knowledge base, and discovered talent that had been hiding in their organization. The City of Eugene is eager to share their project design with anyone involved in an implementation or post-implementation effort.
